Incident: Dallas ICE Facility Shooting – Long-Range Attack on Federal Transport Zone

Location: U.S. Immigration and Customs Enforcement (ICE) Field Office, Dallas, Texas
Target: Detainees in secured transfer zone outside federal facility

On the morning of September 24, a gunman opened fire on the Dallas ICE Field Office from an elevated external position. The shooter specifically targeted the secure transport zone where detainees were being moved between vehicles and the building. Two detainees were killed, and a third was critically injured, before the shooter died by suicide. Federal officials have classified the event as a politically motivated act of violence.
The attack began at approximately 6:40 AM near Interstate 35E, as detainees were being escorted into the ICE facility. The shooter, using a rifle, remained outside the perimeter and fired from a vantage point believed to be a rooftop or nearby parking structure.
All shots were fired from long range. Investigators believe the attacker had knowledge of the facility’s transport routine and intentionally targeted the exposed sally port. Shell casings recovered at the scene included markings with anti-ICE messages.
Two detainees were fatally struck, with one dying at the scene and the other at a nearby hospital. A third detainee remains in critical condition. No ICE personnel or law enforcement officers were injured.
The shooter died by suicide on-site before law enforcement made entry. As of this report, no other suspects are believed to be involved. The FBI has confirmed that the shooting was ideologically motivated and that the attacker acted alone.
This incident demonstrates a growing shift in targeting patterns against federal law enforcement facilities. Rather than attempting to breach secure areas, attackers may exploit known movement schedules, perimeter gaps, and external visibility to gain access.
The use of elevation and timing suggests tactical forethought, indicating that passive perimeter monitoring is no longer sufficient. The visible nature of detainee transfers created a vulnerability window that was exploited with deadly precision.
Facilities tied to immigration enforcement now face a heightened threat from lone actors influenced by anti-government or anti-agency sentiment. The attack also underscores the importance of physical shielding, route variability, and overwatch during routine movements.
